JeanLuc and satmd promoted

Since mid 2006 respectively 2007 JeanLuc and satmd supported euIRC as Helpop. Both assisted the euIRC as best as they could. Thus, JeanLuc has been promoted to Oper-status on irc.ffm.de.euirc.net. satmd will work on webchat.euirc.net, taking care along with the new admin alamar.
